Lemon tree no longer producing flowers

I have a 20 year old lemon tree that I sprouted from seed in a container. After about 10 years it started to flower, usually in April, before I bring it outside for the summer.  I have not had any flowers for at least the last 5 years.  I read up a bit about how to promote/provoke flowering, which seemed to indicate that the trees should go through a cold and drought for 60 days, which I tried this winter.  Still no flowers.  I did get blossoms in June one year, though that was a secondary flowering for that year.  

Any suggestions? The tree is in NY, so that means from Nov-May it is indoors.  Once outside, the tree is in full sunlight for several hours each day.

It's not a necessity for citrus. But drought can induce flowering.
