This is the lemon tree of a friend, this winter the lemon tree lost all its leaves, not because of the cold, I don't know why. Miraculously it seems to have revived, but little and it has many pests, among them aphids and psylla.   I have seen these lumps of eggs on the branches, they fall off when pushed gently. I imagine it's some kind of bug nest, but I'm not sure.

This looks like scale.....neem oil for three applications should do it. I like to help the oil by taking something & scraping the pest letting the oil penetrate more effectively. Works I know if you do not have a whole grove of trees.........

I have suffered from all kinds of aphids, but not those mealybugs, I didn't know them, and I am surprised that they leave their empty shells stuck to the branches.

In certain conditions neem oil can be very toxic to citrus you better use hortical oil.
